BEOE: how to verify a Pakistani recruiter is actually licensed
The Bureau of Emigration & Overseas Employment (BEOE) is Pakistan’s federal authority for regulating overseas-employment recruiters. By law, any agency placing Pakistanis in overseas jobs for compensation must hold a valid BEOE licence. If a recruiter cannot show you their licence, you should not work with them.
What a BEOE licence is
A BEOE licence is granted to a recruitment agency after it meets capital, infrastructure, and conduct requirements. It is renewed periodically and can be suspended or revoked for malpractice. BEOE maintains a public list of currently licensed agencies on its official portal.
How to verify a recruiter
- Ask the recruiter for their BEOE licence number. A genuine agency will share it without hesitation. Hesitation is, by itself, a flag.
- Check the BEOE’s licensed-agencies list. Cross-reference the licence number, the agency’s registered name, and its registered address.
- Confirm the agency is currently active. Suspended or expired licences will be flagged — do not engage with an agency in either state.
- Match the role to the licence’s scope. Some licences are limited to specific countries or job categories.
- Visit the office in person if possible. A real licensed agency has a physical office that matches its registered address.
What a BEOE licence does not guarantee
It is not a quality rating. A licensed agency can still place you in a poorly-paid role, or with an overseas employer who treats workers poorly. The licence guarantees the recruiter is regulated and reachable; it does not guarantee the destination job is good. Always do separate due diligence on the employer.
If a recruiter can’t produce a licence
Treat this as disqualifying. Unlicensed recruitment is a criminal offence under Pakistan’s Emigration Ordinance. If a friend or family member has been defrauded by an unlicensed recruiter, you can report to the Federal Investigation Agency (FIA) Anti-Human Trafficking Cell or to BEOE directly.
Fees you should expect
BEOE-licensed recruiters can charge specific fees set by regulation — these include a service fee within published caps, plus genuine pass-through costs (medical exam, visa fee, ticket). Inflated fees, "training fees", or any fee disguised as a "deposit" or "guarantee" are all outside the legal framework. Get every fee in writing on agency letterhead and keep your receipts.
